【秘书长】曾少军博士出席联合国气候大会系列活动并发表英文致辞

近日，我会秘书长曾少军博士出席联合国气候大会系列活动并发表英文视频致辞。活动期间，中国气候变化事务特使谢振华、丹麦能源与气候部部长丹•约尔根森、国际能源署副署长玛丽•沃里克现场出席并致辞。我会会长单位、隆基绿能副总裁李文学视频发布《气候行动白皮书》，副会长单位、能链智电创始人兼CEO王阳，理事单位、晶科能源东北非区域负责人Hossam Hassan等做主题演讲。

同期，曾秘书长还受邀出席了“能源碳中和的挑战与解决方案——暨《中国能源转型展望2023：COP27特别报告》发布会”，线上参与圆桌讨论。会议由中国宏观经济研究院、丹麦能源与气候部主办，中国气候变化事务特使谢振华，丹麦能源与气候部部长丹•约尔根森、国际能源署副署长玛丽•沃里克出席活动并致辞。

11月12日，由中国新能源商会主办、C Team协办的 “绿色金融与气候变化应对：中国产业界的实践”主题边会埃及联合国气候变化大会蓝区成功举办。会议由商会副会长单位、能链智电总裁助理翟宇博主持，我会秘书长曾少军博士发表英文视频致辞。北京绿色金融与可持续发展研究院国际合作中心主任程琳女士、商会副会长单位、能链智电创始人&CEO王阳女士，商会理事单位、晶科能源东北非区域负责人Hossam Hassan，HSBC企业可持续发展部亚太区气候变化联席主管吴敬分别作主题演讲。商会会长单位、隆基绿能副总裁李文学视频发言，面向全球发布《2022隆基气候行动白皮书》。能源转型委员会主席阿戴尔•特纳勋爵、联合国契约组织气候雄心加速官卢卡斯•里贝罗、世界工商理事会政策、宣传和会员动员部经理刘易斯•希尔出席发布会并发言。

为积极应对气候变化风险挑战，全球已有140多个国家和地区制定了碳中和战略，并实施了一系列碳减排措施。然而，碳中和目标的实现和产业的低碳转型不可能一蹴而就，须有赖于金融行业的助力。在现有金融体系下，许多高碳行业并未被纳入其中，资源配置存在着供需矛盾，加大了低碳转型的难度，基于此，亟需将绿色金融和应对气候变化有机融合，共同推动经济社会转型与发展。新能源商会汇集了来自全国超过1000家的知名新能源企业和金融机构，长期在绿色低碳产业和应对气候变化领域进行着具体实践。本次边会围绕金融机构与新能源企业合作应对气候变化的具体实践来展开讨论。

自2013年商会获批成为联合国气候大会观察员，连续9年在气候大会期间成功申办边会，合作机构不乏政府部门、知名高校、低碳研究机构及企业。早在2009年，我会专业副会长兼秘书长曾少军博士就受邀出席由世界主要经济体工商论坛（BizMef）举办的“全球工商领袖对话”高端会议并代表中国工商界发声。

以下为英文致辞稿：

Dear Chairman Li Zhenguo, Mr. She Haifeng, Ms.Chenglin, Ms. Wang Yang, Ladies and gentlemen:

Good afternoon! It is so pleased to organize the side event themed by “Green Finance and Chinese Industries Tackling Climate Change” during the COP 27. On behalf of China New Energy Chamber of Commerce, I would like to extend my sincere thanks to the co-organizer, C Team and all distinguished guests.

As official registered Observer, CNECC has successfully hosted side event over ten times. It is our honor to take part in the global climate cooperation represent China’s new energy industry.

With climate change posing risks to all, green finance is looming large on the agenda of policymakers and regulators worldwide as huge investments are required to fuel the global transition to a low-carbon economy. It is of great significance to build a green financial system for realization of low-carbon transformation of the industries. Today’s meeting will discuss how Chinese new energy companies and financial institutes practice in cooperation and contribution to global green transformation.

The chairman unit of CNECC, LONGi, is going to release “White Papers on Climate Action” later, sharing China’s experience on developing new energy and what has been done by Chinese new energy companies. This is meaningful for countries to work together to tackle global climate change and achieve low-carbon development.

China has been firmly implementing the national strategy of actively addressing climate change all the time. According to the 2022 Annual Report on China's Policies and Actions on Climate Change released by the Ministry of Ecology and Environment, through unremitting efforts, China has achieved a win-win situation between economic development and pollution and carbon reduction, making important contributions to promoting global governance on climate change. Going forward, China will accelerate the cultivation of climate-friendly financial institutions, guide and encourage more social funds to join in. Developing green finance will support the country's efforts to achieve the "30/60 goal" as well as contribute to the transformation of global energy structure.

World is a community with a shared future for us all. International exchange and cooperation is important part of CNECC’s work and we have networked with hundreds of international agencies, embassies, associations and enterprises in the past decade. We actively participate in global energy social governance, assisting Chinese new energy companies to face international challenges and grasping opportunities for cooperation at a higher and wider level. We make our efforts to promote opening-up in China’s energy sector.

In the future, we will be engaged in climate career continuously and make use of our advantages to promote global action on tackling climate change as well as practical cooperation in new energy field.
