Distinguished Chairman of the China New Energy Chamber of Commerce Mr. Zhong, ladies, and gentlemen.

I am Pete Harrison from Environmental Defense Fund, a global non-governmental organization that has been working in China for about 3 decades. For more than 50 years, we’ve been pioneers, using scientific and economic solutions with other approaches to make the environment, including climate, safer and healthier for us all. I would like to congratulate the China New Energy Chamber of Commerce for hosting the 16^th China New Energy International Expo and Forum in Xi’an. And I am honored to be invited to give remark on this annual forum.

In 2020, President Xi Jinping announced China’s new climate goals, peaking carbon emissions before 2030 and achieving carbon neutrality before 2060. Two years later, in the recent 20th National Congress of the Communist Party (CCP) of China, President Xi reaffirmed that China will seriously control the fossil fuel consumption and gradually implement the control of both total carbon emission and carbon emission intensity. These statements show China’s strong will to control the carbon emissions and support green and low-carbon energy. The data released by China’s national energy administration in October shows that the share of renewable energy now accounts for 44.8 percent of the total installed power generation capacity in China. Based on all the China's commitments and efforts, we can see there are lots of opportunities for renewable energy development. We are seeing China is trying to keep its promise with tremendous strong efforts.

In terms of addressing global climate change, President Xi emphasized that China will get actively involved in global governance in response to climate change and will improve the statistics and accounting system and the cap-and-trade system for carbon emissions. Since 2010, EDF has been working closely with our partners in China on the market-based mechanism to address climate change. We facilitated the planning, construction, and implementation of China’s national carbon market staring from supporting the 7 carbon market pilots. Last year, the China’s national carbon market started its online trading on July 16^th , starting at 48 RMB/ton (7.5 USD/ton). At the end of the first compliance period, the compliance rate was 99.5% based on covered emissions. By October this year, the carbon allowance price reached 58 RMB/ton(9USD/ton) –a 22% increase from when the carbon market opened. EDF will continue our work on supporting China's national carbon market expansion and high-quality voluntary carbon credits generation that facilitate industry green transition towards China's climate goal.

As one of EDF’s key partners in China, China New Energy Chamber of Commerce is an influential organization in China and abroad, which is best positioned to facilitate renewable energy development through innovation, coordination, and cooperation to help pave the path for both global clean energy development and the achievement of China’s climate goal.

Environmental Defense Fund is committed to continuing to work with China New Energy Chamber of Commerce and all our partners in China to help the achievement of China climate goals of carbon peaking and neutrality. We will also work with the international community to solve the global climate crisis through market mechanisms, technology innovation, and global cooperation.
